AI data centers face growing public resistance amid $68 billion construction delays

Data Center Watch reports that in Q2, $68 billion in data center projects were delayed or blocked due to public opposition, marking a significant setback for the AI infrastructure boom. This represents over half of the large-scale construction plans tracked during the same period. Compared to Q1, when 75 projects totaling $1.3 trillion were in dispute, the number of obstructed projects has decreased, though opposition remains widespread. The controversy centers on resource consumption, with new data centers requiring substantial electricity, water, and land. Many projects also involve building new power transmission lines and substations. Data Center Watch notes 843 groups opposing data center construction across 49 U.S. states, with Hawaii excluded. Additionally, 30 state legislatures have proposed or passed regulations related to data center location, power consumption, and water use. Mikael Vila, chief analyst at Data Center Watch, highlighted the growing number of opposition groups and the spread of related activities to more states and local jurisdictions. The resistance is becoming a development bottleneck for tech giants like Amazon, Meta, Microsoft, and Alphabet. Despite efforts to meet demand through larger grid access, self-built power facilities, and dedicated energy systems, community opposition often intensifies when involving natural gas or large-scale energy infrastructure. Water usage remains a key point of contention, with critics arguing that even water-saving technologies may strain local water supplies. In Tennessee, a single project collected over 50,000 signatures on Change.org, representing over one-third of all related petitions during the quarter. The controversy is also spreading globally, with similar issues emerging in Europe, Australia, and South Africa.
