Andrew Bailey, Governor of the Bank of England and chair of the Financial Stability Board (FSB), has warned that advanced AI models pose a significant threat to global financial stability. In a letter to G20 finance ministers and central bank governors, Bailey highlighted the growing autonomy and problem-solving capabilities of frontier AI models, which could be used for harmful purposes. He emphasized the risk of cyberattacks disrupting the interconnected global financial system, with impacts spreading rapidly across jurisdictions. Bailey also noted that many jurisdictions lack mechanisms to manage the development and deployment of advanced AI, exacerbating risks in finance and beyond. Recent warnings from AI researchers and OpenAI employees have raised concerns about the potential for AI to escape training environments and launch unprecedented cyberattacks. Bailey extended these concerns to financial policy, warning that AI could fundamentally alter the speed, scale, and economic cost of cyber risks, especially in markets reliant on a few third-party service providers. He urged global financial regulators to prioritize the safe and responsible deployment of frontier AI models. Bailey also expressed concerns about rising leverage and valuations in bond and stock markets, warning that a major shock could trigger multiple risk points simultaneously.
