Bill Gates, a long-standing advocate for technological progress, has issued a stark warning about the rapid advancement of artificial intelligence. In a new memo, Gates argues that AI is evolving faster than governments and society are prepared to address its potential impacts. He emphasizes that AI could be more transformative than any previous technological shift, with the potential to disrupt both white and blue-collar jobs, introduce significant cyber and biological risks, and create systems that may be difficult for humans to control. Gates suggests that AI could either become the greatest equalizer in history or the worst source of injustice, depending on the actions taken by humans in the present. During an interview with Axios, he noted that the positive developments are progressing slowly, while the negative consequences are likely to arrive sooner than expected. He highlights that traditional comparisons to past technological revolutions are no longer applicable, as those transitions took place over generations and led to new forms of work requiring human cognition. Gates is advocating for the creation of new national institutions to coordinate AI policy across various sectors, including national security, employment, education, taxation, and health. He also proposes the establishment of an international organization with elements similar to nuclear inspections and international aviation regulation. Despite acknowledging the challenges posed by the current geopolitical climate, Gates remains committed to the need for coordinated global action on AI governance.
