Capitol hill proposes AI cybersecurity test program amid rising threats

Rep. Josh Gottheimer, D-N.J., has introduced the AI Cyber Defense Act, aiming to establish a test program under the Cybersecurity and Infrastructure Security Agency (CISA) to provide critical infrastructure operators with free access to advanced AI models for cybersecurity protection. The legislation, introduced on Monday, follows a series of cyberattacks on water facilities in recent months. Gottheimer emphasized the urgency of the issue, stating, 'If we don’t get ahead of it, it can mean a disaster for our families.' The bill authorizes $100 million for the pilot program from 2027 to 2031, though funding is contingent on appropriation. It prioritizes nonprofit, publicly owned, rural, and small-sized organizations. The proposal comes amid similar initiatives, including a Texas-based pilot program by the Office of the National Cyber Director, which faced criticism for its voluntary participation and lack of funding. Gottheimer highlighted the financial burden on local communities, noting, 'It’s expensive to bring the AI in to analyze your system and find those vulnerabilities.' He warned that the same AI technology that aids in cybersecurity can also be exploited by hostile actors, underscoring the need for robust defenses.
