China launches first billion-parameter weather service model 'fenghe' V1.0

On September 9, 2026, the China Meteorological Administration announced that the generative AI weather service system 'Fenghe' V1.0 has passed expert review and achieved business readiness. As the first billion-parameter weather service model, 'Fenghe' offers capabilities in understanding weather service needs, generating content, reasoning, and decision-making, providing foundational support for weather services. The model outperforms general models in these areas and has been registered with the Cyberspace Administration of China, with stable trial operations. 'Fenghe' supports personalized and intelligent weather queries, risk warnings, and is integrated into the United Nations' Early Warning Initiative. Its international version is live, offering bilingual services and risk analysis. Launched in July 2026, 'Fenghe' is a globally open-source model developed by the China Meteorological Administration, the Xiongan AI Innovation Research Institute, and Zhipu AI. It is trained on 50 million high-quality weather-related tokens and provides secure, controllable AI applications for weather analysis and risk assessment.
