Europe has long maintained a regulatory stance on technology, exemplified by the EU AI Act, which began implementing in phases in 2025. This legislation prohibits certain AI uses, mandates safeguards for high-risk systems, and requires labeling of AI-generated content. However, as the AI race intensifies, a shift is occurring, with American tech leaders advocating for stronger safeguards while European officials prioritize innovation and competitiveness. In July, the EU amended its AI Act, easing some requirements and delaying others. Ireland, which hosts European operations of major U.S. tech firms, is keen to accelerate AI adoption, support local startups, and expand necessary infrastructure. Peter Burke, Ireland’s minister for enterprise, tourism, and employment, emphasized the importance of public trust and a risk-based regulatory framework. He noted that Ireland has established its own AI office to adopt a sectoral approach to AI development, ensuring proportionality and risk-based regulation.
