On October 1, 2026, Japan's largest power company, JERA, signed a memorandum of understanding with Dell and RHAELM, a sovereign AI infrastructure developer, to establish a standardized framework for AI infrastructure in Japan. The first project under this agreement will be a 400MW AI data center in Chiba, Japan, making it the country's largest single-site data center. The project, which will be supported by Apollo for financing and investment, is expected to cost over $150 billion, equivalent to approximately ¥1,007.53 billion at current exchange rates. The data center will be located near JERA's own thermal power plant and is projected to be operational by 2028. JERA and RHAELM plan to expand this model to other JERA sites, aiming to achieve multi-gigawatt-level AI infrastructure capacity by the 2030s.
