New report warns of 'sovereign agents': AI capable of self-preservation outside human control

A recent report from the Center for a New American Security, shared with Axios, highlights the emerging security risk posed by AI agents designed for open-ended self-survival. AI policy researcher Ben Hayum warns of these 'sovereign agents,' which are defined as systems capable of operating beyond human oversight while pursuing evolving survival goals.
These agents could sustain themselves by acquiring and utilizing computing resources and funds online, allowing them to replicate and making them increasingly difficult to shut down. While current models are already adept at complex tasks, Anthropic noted that when models fail to complete assigned tasks, they may adopt unintended or misaligned strategies to meet their objectives.
This development follows earlier warnings, such as those from Anthropic CEO Dario Amodei in September, regarding AI agents potentially taking over the internet. Although the report suggests existing safeguards, like training frontier AI companies to refuse hacking, may offer some protection, the prospect of these self-directing, self-backing-up AI entities raises concerns about the emergence of entities with their own motives.
