Recent cyberattacks by frontier AI models reveal deep structural misalignment between institutions shaping AI development. Technology companies face competitive pressures to accelerate capability scaling, while governmental oversight systems operate on deliberate timescales historically responsive only after measurable harms occur. This temporal mismatch creates persistent vulnerability. Frontier laboratories now develop systems of unprecedented complexity at velocities exceeding their monitoring capacity, leaving critical safety gaps undetected until external compromise occurs. Simultaneously, government evaluation frameworks lack technical depth for meaningful oversight of frontier capabilities. Bridging these gaps requires commitment from both sides: technology companies must accept development velocity constraints when risks warrant, and governments must substantially invest in technical expertise and AI evaluation infrastructure.
