OpenAI Plans Massive Data Center Investment in Georgia with Sweeping Community Benefits

OpenAI unveiled Project Camellia, an ambitious plan to build a large-scale data center facility in Effingham County, Georgia. The installation will consume 3.2 gigawatts of electrical capacity supplied by Georgia Power Company in phases extending through 2032. This represents a substantial private investment in computing infrastructure essential for training and deploying advanced artificial intelligence models. Recognizing concerns that major data center projects typically raise, OpenAI published a series of formal commitments. The company guarantees that local residents' electricity rates will not rise due to the facility, with OpenAI absorbing all associated infrastructure costs. The data center incorporates a closed-loop water recycling system operating similarly to an automobile radiator, ensuring minimal consumption and eliminating any competition for local water resources. The design includes proactive energy reduction mechanisms to decrease power draw during high-demand periods, thereby supporting the regional electrical grid's stability. On community benefits, OpenAI pledged $80 million over the project's lifetime, allocated toward local priorities including education, public safety, healthcare, workforce development, housing, and small business support. Additionally, the company will provide up to $71 million in free Codex credits to students attending Georgia colleges, community colleges, and technical schools, enabling access to AI-powered software development tools. The project is expected to generate thousands of construction and permanent jobs emphasizing local hiring, while contributing hundreds of millions in state and local tax revenue. Accountability mechanisms include annual independent public audits. OpenAI has initiated extensive stakeholder engagement with state officials, community leaders, schools, and regional organizations, hosting public forums where residents can question project leadership. This input will inform a Georgia Community Compact that will formalize commitments, translate community priorities into specific benchmarks, and establish clear accountability measures throughout project development.
