Multiple AI systems specialized in different domains—such as symptom assessment, scheduling, insurance processing, and pharmacy management—currently lack the ability to coordinate patient care autonomously. Cisco's Outshift division argues that achieving true collaborative AI requires a semantic layer called the "Internet of Cognition," enabling independent agents to align goals, pool knowledge, and reason collectively without human intervention. Outshift has built three foundational technologies to enable this coordination framework. The AGNTCY layer provides open connectivity allowing agents to discover, authenticate, and communicate across organizational boundaries. Mycelium functions as a semantic protocol for shared intent—internal tests demonstrated that structured coordination protocols raised decision-making success rates from 33% to 93% across different scenarios. Shared context requires a persistent institutional memory layer preventing "organizational amnesia" as agents reset between sessions. Coordinated multi-agent systems introduce significant security challenges, including unintended delegations and malicious prompt injections. Outshift's CASA (Continuous Agent Semantic Authorization) validates each agent action against its original authorized task. The proposed implementation strategy for enterprises begins with small cross-functional workflows spanning three to four departments, built on open infrastructure with measurable baselines, gradually scaling as the system proves effective.
