Chris Lehan, Chief Global Affairs Officer and lobbying representative for OpenAI, has privately advised individuals considering runs for the 2028 U.S. presidential election that artificial intelligence must become a central policy issue. In a memorandum, Lehan stressed that candidates need a comprehensive philosophy on AI governance, rather than just several talking points, specifically cautioning Democrats against opposing the infrastructure necessary for AI development. Lehan suggested that candidates should propose a balanced approach that avoids both unchecked AI growth and handing control to self-appointed elites. He drew a parallel between the AI era and the New Deal of 1932, noting that the next president has a chance to redefine the relationship between people and transformative forces. He also pointed out that public concerns over data centers, which are fueling cost-of-living debates, already indicate AI's influence on the 2026 elections. Looking ahead to 2028, Lehan urged candidates to explain how human control will be maintained in major decisions, how AI should be taxed, how children will be protected, and whether AI can alleviate burdens. He concluded that successful candidates will demonstrate how to shape the future and benefit from it, rather than merely promising to prevent its arrival.
