OpenAI supports ukraine's cyber defense with advanced AI tools

OpenAI announced it will provide the Government of Ukraine access to its Daybreak program to bolster cyber defense of civilian infrastructure. The initiative, developed in collaboration with Ukraine’s Ministry of Digital Transformation, will equip Ukrainian teams with tools to identify software vulnerabilities and test fixes more efficiently. The announcement was made at the UN General Assembly by Dmytro Kushneruk, Ukraine’s Consul General in San Francisco, and Sasha Baker, OpenAI’s Head of National Security Policy. Ukrainian cyber defenders face ongoing attacks from Russia, including threats to energy, telecommunications, and hospital systems. CERT-UA reported nearly 6,000 cyber incidents in 2025. OpenAI’s Daybreak program enables authorized security teams to use advanced AI for reviewing software, investigating suspicious activity, and validating vulnerabilities. Sasha Baker emphasized the importance of strengthening cyber defenses to protect essential services. OpenAI has already shared its cyber models with European nations, including France, Germany, and Poland, where they helped identify and resolve vulnerabilities. In Poland, CERT Polska discovered six vulnerabilities in third-party router software, which were subsequently fixed by the vendor. George Osborne, OpenAI’s Head of Countries, highlighted the critical role of cyber defense in national security, noting the need to protect civilian infrastructure from both physical and digital threats.
