Polimill, a Japanese company, has developed QommonsAI, an AI platform leveraging OpenAI technology, to support approximately 1,050 municipalities and 550,000 public employees across Japan. Launched in October 2024, QommonsAI streamlines public-sector workflows by offering specialized AI tools for areas like assembly responses, public services, and legal searches. Masahiro Wakabayashi, Polimill's CAIO, highlighted the importance of using GPT models due to their widespread familiarity, which reduces the learning curve for public employees. The platform addresses fragmented data by standardizing assembly minutes and using AI to create a searchable knowledge base. Polimill also integrated Codex into its development process, significantly accelerating project timelines. OpenAI's support, including technical validation and best practices, has further enhanced Polimill's capabilities. The company plans to roll out Qommons ONE in fall 2026, a platform allowing external developers to contribute applications for municipalities, aiming to create a shared public OS for government operations.
