At the 2026 Satellite Internet Industry Ecology Conference in Shanghai on October 27, it was announced that the city has launched the establishment of a satellite internet industry fund. This fund, initiated by municipal and district-level investment platforms alongside private capital, aims to leverage state capital to foster innovation and build an industry ecosystem. The 'StarHub Plan,' led by Shanghai StarHub Tian Su Aerospace Technology Co., Ltd., outlines three phases. From 2026 to 2027, the plan targets 32POPS computing power and 200Gbps inter-satellite communication. Between 2028 and 2030, 50 computing satellites and 100 edge computing satellites will be launched, including 24 optical remote sensing satellites, 48 SAR satellites, and 28 meteorological satellites. By 2031-2032, the plan aims to deploy 800 computing satellites and 200 edge satellites, achieving a million-level TOPS of on-orbit computing power and establishing a ground-space integrated data center. The plan was first unveiled at the 2026 World Artificial Intelligence Conference in July. It is positioned as a flagship project for Shanghai's space computing industry, with a three-satellite constellation designed to process data directly in space, reducing reliance on ground equipment.
