Governors from both parties are vying for data center investments, but community opposition is slowing progress. Trust remains low, with at least 46 proposed AI data center projects across 20 states blocked or stalled between January 2024 and May 2026, according to an industry analysis. A separate report by Data Center Watch estimated $68 billion in projects were delayed between April and June 2026. Developers often face skepticism, with some offering promises of jobs and economic growth, while others withhold information, deepening mistrust. Community concerns include water use, electricity demand, and noise, with Texas requiring developers to account for these impacts before connecting to the grid.
