U.S.-China AI cooperation faces major hurdles amid rising tensions

This week, the U.S. and China, the two leading nations in AI development, initiated discussions aimed at addressing global safety risks posed by emerging technologies. However, the success of these talks hinges on the willingness of the two nations, currently at odds, to cooperate. Treasury Secretary Scott Bessent announced that both sides had already discussed establishing a new AI safety notification mechanism. If China agrees to participate, it would create an open channel for either side to alert the other about potential threats from their AI systems. The same mechanism could also facilitate the sharing of a common vision for AI development. Despite these efforts, China remains skeptical of U.S. intentions, particularly given the recent increase in export controls targeting Chinese access to AI technology. Additionally, Congress is considering legislation that could further restrict China's access to critical hardware. Tensions were recently heightened when the U.S. Justice Department accused six Chinese AI companies of intellectual property theft, a claim China has strongly denied.
