Bessent believes Beijing would agree to such a framework. The proposal comes after discussions between Bessent and Chinese Vice Premier He Lifeng ahead of President Xi Jinping's state visit last month, where they explored AI safety and a potential communication channel for AI incidents.
Bessent noted that China may not have fully recognized the threat posed by its own open-source AI models, which can be adapted by others. Meanwhile, China is concerned about AI undermining the Communist Party's control over information. The U.S. is also facing challenges in balancing AI development with risk management, as Bessent suggested that AI executives should slow down if they fear losing control of powerful models. He emphasized the need for the U.S. to focus on protecting critical systems rather than solely on building more advanced AI models.
